Job Summary:
This position is responsible for the issuance and negotiation of supplier purchase orders and subcontracts, on terms favorable considering best value, delivery and price as well as the administration and subcontract managementof those subcontracts.
Primary Responsibilities:
* Develops purchase orders and subcontracts varying in complexity and risk level, in accordance with policies and procedures and delegation of authority. Reviews, interprets, negotiates and administers purchase orders and subcontracts of varying complexity levels and subcontract risk types.
* Primary interface with the company's supplier base. Responsible for their suppliers' performance.
* Develops and evaluates bid packages of varying types and complexity to meet business needs.
* Solicits and reviews proposals/quotations from vendors to support business needs.
* Assists in supporting appropriate approach and crafting purchase order and subcontract documentation to facilitate process.
* Conducts negotiations with suppliers on terms favorable to the company considering best value, quality, delivery and price
* Performs cost and pricing analyses; determines appropriate approach and gathers information.
* Prepares purchase orders, subcontracts and purchase agreements, types and classifications, dependent on experience and commodity expertise.
* Supports proposal pricing efforts to include populating and creating Bills of Material (BOM).
* Must be able to procure all pricing efforts for both labor and material BOMs as needed.
* Maintains the interface between company and suppliers / subcontractors to ensure the timely delivery of deliverables in compliance with subcontract requirements.
* Manages supplier development process; evaluates suppliers; identifies problems and oversees corrective actions
* Ensures compliance with Contractor Purchasing System Review (CPSR)
Job Qualifications (Education/Skills/Experience):
This position requires a Bachelor's of Science degree in Business, Finance or Supply Chain studies; some technical background and ability to read technical drawings is desired.
5+ years of related experience in drafting, reviewing, negotiating, and administering Purchase Orders, Subcontract Agreements, Non-Disclosure Agreements (NDAs), and Teaming Agreements, as well as various non-standard agreements, under DoD prime contracts and proposals
Experience in procurement of commodities, chemicals, components, assemblies, tooling, facilities or equipment for the aerospace and defense industry.
Candidate should be very detail oriented, and experienced in working with terms and conditions, adept at price negotiations and must have the ability to develop a good supplier rapport to build the company's base of competitive, qualified suppliers.
To perform this job successfully, an individual should have proficiency in Microsoft Office software: Word, Excel, Power Point, Project, Outlook, Access and Visio.
* Highly skilled in Deltek Costpoint.
* Experience with WAWF, iRAPT would be helpful
Has a good understanding of the FARs and DFARS and Uniform Commercial Code (UCC).
Must be willing to work closely with Engineering, Quality Assurance, Program Management and Contracts
Understanding and willingness to be responsible for their supplier performance and supply base metrics.
Ability to qualify for and if necessary obtain DoD security clearance.
