## Main Purpose of Job
The main purpose of this position is to provide linkages to community recovery resources for high-risk/high-cost individuals that utilize publicly funded substances abuse treatment resources in an effort to ensure linkages to community services that promote recovery and wellness. The Program Manager for Statewide Care Coordination Services oversees a system of approximately 70 State Care Coordinators annually funded with over $2.5 million. The coordination of Care Program Manager within the Systems Integration/Community Liaison, Clinical Services Division of the Behavioral Health Administration is responsible for monitoring the Statewide Care Coordination service delivery system, establishing reporting standards, monitoring adherence with conditions of awards, establishing regional priorities for Care Coordination, and consults with Senior Management and administrative officials regarding policies, assisting with special projects, and providing administrative support to Systems Integration/Community Liaison unit. This position also identifies trends, researches, compiles and interprets data that includes but is not limited to State Care Coordination enrollment, admission and discharge data by level of care. The Coordination of Care Program Manager is also responsible for monitoring the competitive solicitation and procurement of Targeted Case Management (TCM) vendors by the local Core Service Agency (CSA) or Local Behavioral Health Authority (LBHA) to ensure adherence to COMAR 10.09.45 and the TCM Medicaid State Plan Amendment (SPA). this Program Manager also participates in the local proposal review committee, as requested, provides technical assistance to TCM vendors and the local jurisdictions, and liaises with the Medicaid, Behavioral Health Unit and the Department's Administrative Services Organization (ASO) to facilitate provider enrollment as a Medicaid TCM provider and registration with the ASO. This manager collaborates and intervenes with local jurisdictions in order to facilitate a seamless transition of services between TCM vendors and to ensure continuity of care for TCM service recipients in the course of the transition. This staff member maintains a system to track timelines for reissuance of the competitive solicitation of TCM vendors by local jurisdictions. This manager assists the CSA and LBHA in analyzing and assessing needed capacity for TCM within the local jurisdictions.
**Education:** A Bachelor's degree from an accredited college or university.
**Experience:** Four years of experience in administrative staff or professional work.
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
**The desired candidate should have four years professional or administrative staff experience working in the areas of mental health and substance use interventions.**
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
